General Description: The Department of Financial Services, Division of Treasury will provide cash escrow services to the Department of Environmental Protection ("DEP") and DEP's permittees as provided for in s. 17.59, F.S. There was no competetive solicitaion involved because these services must be provided to Florida state agencies as a matter of state law (s. 17.59, F.S.), therefore, s. 287.057(10) exempts this agreement from the requirement of a competetive solicitation. So the Division of Treasury is the actual vendor or provider of services under this agreement.
