| Major Deliverable: The Contractor shall be responsible for conducting a public auction and selling unclaimed property to the highest bidder. The auctioneer must be licensed, have a minimum of five (5) years of experience and be a graduate of an accredited college of auctioneering. A licensed personal property appraiser must also be present at all times during the auction. All cost associated with said service shall be at the Contractor?s expense. Live auctions shall be held between the hours of 9:00 a.m. and 9:00 p.m. EST on a date mutually agreed upon by the Contractor and the Department. The Contractor shall videotape and record the entire auction for dispute settlement.

| Major Deliverable: The Contractor shall be responsible for all components and costs associated with the public display of property, including, but not limited to: (a) Conducting a public display of all property to be sold for not less than one (1) 8 hour day or more than three (3) 8 hour days to occur immediately prior to the date of public auction. (b) Providing maximum security for the property (c) Registering bidders to include collection of a refundable registration fee that has been agreed upon by the Contractor and the Department prior to the public preview, verification of current photo identification of the bidder, obtaining bidders signature and date on the "Terms of Conditions of the Auction". Only registered bidders will be allowed to enter the pre-auction display area unless accompanied by the Department. (d) Providing a minimum of 20 personnel strategically placed in the room during the public preview, one of whom must be a currently licensed and experienced personal property appraiser.

Each advertisement shall be at least 3 columns wide by eight inches high. The advertisement shall be placed in the newspaper with the largest circulation within the county where the auction will take place.
