General Description: In accordance with section 287.064 F.S., the Division of Bond Finance shall negotiate and the Chief Financial Officer shall execute agreements and contracts to establish master equipment financing agreements for consolidated financing of deferred-payment, installment sale, or lease purchases with a financial institution or a consortium of financial institutions. The attached contract is the Master Equipment Financing Agreement (MEFA) which establishes the Consolidated Equipment Financing Program (CEFP). The CEFP program allows agencies to utilize a master agreement on behalf of the state to obtain tax-exempt, low rate financing for equipment purchases.
