| Major Deliverable: This Addendum #5 is for the maintenance and operation of the Florida Public Hurricane Loss Projection Model which is housed at Florida International University (FIU). DELIVERABLES: 1. Provide model services to OIR including processing insurance policy files & running the insurance data. 2. Generate documentation & status reports. 3. Upgrade or replace software & hardware. 4. Analyze the wind fields of any Florida hurricanes. 5. Update the State of Florida hurricane base set. 6. Investigate using more advanced methods of calculating distribution changes. 7. Explore possible refinements in the wind model. 8. Update the building statistics based on county appraiser databases. 9. Implement an explicit roof tile vulnerability model. 10. Investigate the expanded use of proxy relationships between sheathing failure and stud collapse. 11. Include in the LR-CR model all mitigation features. 12. Adapt and expand the LR-CR cost estimate model to include the costing of components. 13. Initiate the validation and calibration of the merged PR and LR-CR models. 14. Work on routine changes in the model to accommodate changes in the FCHLPM standards. 15. Attend commission meetings to get acquainted with the latest standards and requirements. |

| Major Deliverable: The Florida Public Hurricane Loss Projection Model is housed at Florida International University (FIU). It is the first public, transparent model of its kind in the United States. OIR runs residential insurance rate filings through the Public Model. The Model serves as a benchmark for determining the windstorm portion of the rates for Citizens Property Insurance Corporation. Payments for Fiscal Year 2013-14 shall be paid as follows: September 30, 2013 ($150,000), December 31, 2013 ($150,000), March 31, 2014 ($150,000), and June 15, 2014 ($110,608). These four payments equal $560,608. |

| Performance Metrics: Statistical Reports generated as needed and conducting tests as required. Tasks for the FPHL Model Operation and Maintenance, Acceptability, and Model Upgrades (2013-14): 1. Maintain, update and operate the model. This shall include but not be limited to the following: maintenance of the computer platform and codes; support service; operation of the model; training of staff and/or graduate assistants to meet current technological standards; and retaining experts to run, maintain and interpret the meteorological, actuarial, engineering, and statistical components of the model. 2. Provide model related services to OIR, including, but not limited to running insurance policy file data provided by OIR through the model and generating annual average loss cost estimates and providing output reports to OIR at OIR’s request. Limited to 100 runs. 3. Conduct routine upgrade of the model to incorporate modest amounts of new input data. These include, for example, new meteorological data, and new data on insured losses as well as changing boundaries of zip codes. 4. Generate documentation and status reports. Each quarterly detailed status report shall include all specific tasks accomplished in the prior quarter, their target and actual completion dates, a projection of all specific tasks to be accomplished in the succeeding quarters with current target completion dates, highlighting any changes from the prior report, and any additional information requested by OIR. |

Updates to the State of Florida hurricane base set in case of 2016 land falling hurricanes. 6. Investigate using more advanced methods of calculating probability distribution changes. 7. Continue the validation & calibration of the merged PR and LR-CR models. 8. Initiate the inclusion of Wall of Wind test results. 9. Determine the incorporation of a Shutter Rain Reduction Factor. 10. Refine the building height statistics. 11. Conduct tests & prepare documentation for meteorology FCHLPM standards. 12. Conduct tests & prepare documentation for engineering vulnerability standards. 13. Conduct tests & prepare documentation for statistical standards. 14. Conduct tests & prepare documentation for actuarial standards. 15. Conduct tests & prepare documentation for computer science standards. 16.
