Line Item Description: Requested Scope of Work: The selected Contractor will provide suggestions to enhance the Office of Environmental Accountability and Transparency (OEAT) page on the Protecting Florida Together (PFT) website (https://protectingfloridatogether.gov/state-action/accountability-transparency) which has had very few changes since 2019. Since its inception in 2019, OEAT has significantly expanded its scope and impact within the Florida Department of Environmental Protection. Initially focused on foundational initiatives like supporting the Blue-Green Algae Task Force and public outreach through PFT and educational signage, OEAT quickly evolved to address broader environmental challenges. By fiscal year (FY) 2020-21, the office began funding advanced projects aimed at improving water quality monitoring and harmful algal bloom prediction, while also investing in data-driven solutions to enhance transparency and accountability. From FY 2021-22 onward, OEATs growth accelerated through strategic investments in technology and analytics. The office adopted tools like Alteryx for data preparation and integration, and formalized a data and analytics strategy, signaling a shift toward modernized governance and interoperability. Concurrently, OEAT funded feasibility studies for large-scale restoration projects, and prioritized initiatives like stormwater research and estuarine health assessments. By FY 2023-24, OEAT was supporting a diverse portfolio of projects that integrate science, technology, and policy to improve environmental outcomes statewide. This evolution reflects OEATs transformation from a task-force support entity into a central hub for environmental data stewardship and strategic planning. The OEAT page should highlight these and other value stories from the past six years, while also accommodating the inclusion of future value stories.
